Who We Are
The All India Discoms Association (AIDA) is a not-for-profit collaboration platform representing the full spectrum of India’s electricity distribution entities. Our members include state-owned distribution companies, private utilities, electricity departments of Union Territories and distribution franchisees. Together, they serve over 345 million consumers across the country.
AIDA provides the common ground on which India’s distribution sector connects, deliberates and acts. We facilitate structured collaboration between members, engage with government ministries and regulatory bodies on matters of policy and work to build the institutional and technical capabilities that the sector needs to perform at its best.
As a member-driven association, every activity we undertake serves a single purpose: advancing the efficiency, financial sustainability, and service quality of India’s electricity distribution sector, in the interest of the utilities that power the country and the consumers they serve.

Policy and Regulatory Advocacy
- Representing the viewpoint of Discoms before appropriate forums in the interest of members
- Advocating for policies and regulations that help Discoms ensure efficient operation, availability of quality and affordable electricity, financial sustainability, and achievement of international standards
- Carrying out analysis and research to substantiate Discom viewpoints on policy and regulatory matters
Capacity Building of Discoms Human Resource
- Determining competency standards and qualification requirements for Discom human resources
- Identifying skill and competency development needs
- Developing focused, practical training courses
- Arranging international and national study visits
- Organising and participating in relevant seminars, conferences, and industry events
- Developing Centres of Excellence in existing and emerging areas
Standardisation of Technical Specifications and Procedures
- Ensuring cost-effective and better quality materials and services for Discoms
- Preparing common technical specifications in consultation with Discoms, Central Electricity Authority, industry associations, experts, academia and research institutions
- Developing innovative models for price discovery
- Standardising terms and conditions of contracts and agreements
- Developing standard procurement and quality assessment manuals
- Establishing or empanelling testing labs and agencies
Develop Strategies for Public-Private Partnerships (PPP) & Outsourcing Models
- Develop effective PPP and outsourcing frameworks for DISCOMs
- Identify best practices to improve operational efficiency
- Facilitate private sector participation in utility services
- Promote sustainable, performance-driven partnership models
Monitor Global Trends & Drive Future Readiness
- Track global trends and emerging utility technologies
- Build partnerships with leading international organisations
- Contribute to policy development through global knowledge exchange
- Prepare DISCOMs for future industry transformations
