Shri Lokesh Chandra (IAS) joined as ‘Chairman and Managing Director’ of Maharashtra State Electricity Distribution Company Limited (MSEDCL), Mumbai on Friday, 2nd June 2023. Earlier he was working as ‘General Manager’ of ‘BEST’ Undertaking, Mumbai.
Shri. Lokesh Chandra is from 1993 Batch of ‘Indian Administrative Service’. He holds a degree in Civil Engineering and M.Tech (Structures) from IIT (Delhi). Shri. Lokesh Chandra has previously served on various key posts viz. ‘Chairman and Managing Director’ of CIDCO, Commissioner of Nagpur Municipal Corporation. Also, he has previously worked as ‘Collector’ of Nagpur, Bhandara and Gondia Districts of Maharashtra and as a President of Nagpur Reform ‘Pranyas’. Shri. Lokesh Chandra also served in the service of the Central Government from 2008 to 2015. During this time, he has served as ‘Joint Secretary’, Ministry of Steel and as ‘Director’, Ministry of Power.

Dr. Ashish Kumar Goel, an Indian Administrative Service (IAS) officer of the 1995 batch, currently serving as Additional Chief Secretary, Government of UP in Energy Department and the Chairman of Uttar Pradesh Power Corporation Limited (UPPCL). He assumed this role in UPPCL in July 2023 after returning from central deputation, where he held the position of Additional Secretary in the Ministry of Rural Development and served as Director General of the National Rural Infrastructure Development Agency (NRIDA). Dr. Goel possesses B. Tech in Electrical Engineering from the Indian Institute of Technology (IIT) Delhi, M.A. and Ph.D. in Economics from Dr. B.R. Ambedkar University, Agra, and M.Sc. in Public Management & Governance from the London School of Economics (LSE), London.
He is recipient of the Prime Minister’s Award for Excellence in Public Administration in 2020 for organisation of Kumb Mela 2019 at Prayagraj.

Mr. P. R. Kumar has over 37 years of experience in the Power sector, which includes around 15 years in the field of coal & gas-based electricity generation, and 22 years in transmission & distribution of electricity.
He has been an alumnus of VNIT, Nagpur (formerly VREC, Nagpur) and FMS, New Delhi. Mr. Kumar is basically an Electrical Engineer, and thereafter pursued MBA in Finance.
He has served both in Government and Private sectors. His last assignment was as Chief Executive Officer of BSES Yamuna Power Limited (BYPL), where he served as CEO for over 7 years.
Currently, Mr. Kumar is leading the Group’s business at Noida Power Company Limited (NPCL), Greater Noida and CESC, Rajasthan.

He had 35 years long career in public policy and economic development in India’s premier federal civil service (IAS) reaching up to distinguished position of Secretary in federal government with extensive experience in electricity, renewable energy, energy transition, infrastructure development and skill development domains. He has played a key role in formulation and implementation of several national/state level policies, programmes and regulatory interventions. During 2021 – 2023, he successfully managed the operations of India’s power system, one of the largest in the world, along with steering wide-ranging sectoral reforms. As an expert, he chaired the Inter-Ministerial Working Group set up by NITI Aayog in 2024 to develop power sector pathway to achieve Net Zero commitment by India.
He obtained bachelor’s degree in civil engineering from IIT Roorkee in 1983, and Master of Business Administration (Finance Business Administration) from National Open University in 2009. Authored the book “Electricity Sector in India- Policy and Regulation” published by Oxford University Press in 2012, and has been writing regularly on energy related topics for business publications in India.
Director Regulatory Affairs, AIDA
He is an accomplished professional with over 39 years of comprehensive experience in the power sector, spanning across various domains including general management, finance, regulatory affairs, commercial operations, power market & procurement, IT enablement, and engineering. He has the unique field experience of working in all the three verticals of power sector, i. e., generation, transmission and distribution in India as both finance and engineering professional, and the Electricity Regulatory Commission in India at both State and Central level.
As Member (Technical), Assam Electricity Regulatory Commission for the period of December 2019 to December 2024, he was instrumental in bringing in a wide range of innovativeness into the regulations and implementation of the same. As Managing Director, Assam Electricity Grid Corporation Limited (AEGCL) from July 2017 to December 2019, he turned around the utility and successfully commissioned a number of long pending projects.
He obtained his bachelor’s degree in electrical engineering in 1985 from Jorhat Engineering College, Assam, Diploma in Business Finance in 1996 from the Institute of Chartered Financial Analysts of India, Hyderabad. He also did Middle Management Programme of the 3-Tier Programme in 2010 from the Indian Institute of Management, Ahmedabad.

Sudhir Arya is a fellow member of The Institute of Cost Accountants of India, Institute of Chartered Financial Analysts of India and has a management degree with major in Finance from Mangement Development Institute, Gurugram.
He worked with NTPC Ltd, India’s premier power utility from 1981 to 2019. He was working as the Chief Financial Officer of the Company when he left it to join as Director (Finance) of Uttar Pradesh Power Corporation Ltd. He brings with him a rich and diverse experience of more than 40 years in various facets of Finance, dealing with domestic and overseas investors and lenders, project finance, contracting for projects, fuel, power sales & purchase, financial reporting and audit etc.
He has in the past served as a director on the Boards of many joint ventures and subsidiaries of NTPC Ltd and various subsidiaries and associate companies of UPPCL.
Director Technical, AIDA
Khajan Bhardwaj is an accomplished and result oriented Engineering Professional with over 28 years of extensive experience working with large Electric Utilities such as Tata Power & ATCO Electric (Canada) and OEM companies such as ABB, Schneider Electric, and Siemens. Strong knowledge & skills in the areas of project engineering, detail design, power system studies, project execution, quality assurance, commissioning & testing of T&D substations, Distribution system, Generating stations and Protection system.
He obtained his degree in Electrical Engineering from Delhi College of Engineering. He is a certified master Trainer of Power Sector Skill Council & has been providing trainings in ToT programs of PSSC.
He has worked on more than 80 projects related to T&D substation & Generating station and has also prepared 150 Technical Specifications, Design standards, Protection coordination studies etc.
