The Committee on Regulatory Matters has been constituted as a dedicated forum to address regulatory challenges and emerging concerns faced by distribution utilities. Its primary mandate is to proactively identify and deliberate on key regulatory issues, including those arising from draft regulations, policy proposals, and amendments circulated by the Ministry of Power (MoP), Central Electricity Regulatory Commission (CERC), Central Electricity Authority (CEA), and other relevant authorities. The Committee will formulate well-considered responses, develop recommendations, and ensure that the collective voice of member Discoms is effectively represented in regulatory consultations.

The Committee is expected to meet at least once every two months, with provisions for additional sessions based on the urgency of new draft proposals or amendments.
